The included timetable represents services between 6:30-7:30am on a Sunday. This route should be considered an advanced simulation due to the high level of traffic and scale of the network, it is a challenge that is supposed to be fun (after all no single person operates the whole network conventionally!). The Sub-surface lines would probably be easier to create as they have various sections of tunnels and open sections. But if you want either of those two, then it would be a challenge (and a pain) to build. Only the Victoria and Waterloo & City lines are completely underground. 51% of track on the London Underground network is above ground. But it would be nice to see a line of the London subway or the Paris subway or the Berlin U-Bahn all of whom are not entirely underground. But yes it's definitely a challenge to build tunnels and underground stations I agree on that.

I would try the key independent TS forums. However, I know a few players have tried and created freeware underground routes, so it may be that you can find something that satisifies your desires within TS. Personally I would greatly dislike such a route. But it's also a rather specialist market by no means do all players want to spend their whole time driving through tunnels. I may be wrong and someone out there is up for a real challenge.

My understanding is that it's really hard to produce good quality lengthy tunnels within the TS World Editor as it stands, and as such long tunnel complexes tend to be not liked that much by traditional TS route creators. I think it's for good reason that very few traditional developers of TS creations have tried extensive long tunnel routes (Aerosoft also the designers of the World of Subways are an exception with their Berlin TS route). But I do think it would be nice if Train Simulator could include a few underground systems.
